No. Hints are unlimited and free. The review card after a solve notes which techniques you read a hint about, but that describes the puzzle, not you, and nothing is deducted.
Not necessarily. The streak forgives one late solve a week. Open the Daily tab, pick the day you missed, and solve it; if you have a catch-up available, the calendar says so on that day.
Every puzzle you finish while a tournament is running adds its score to your total, whether you started it from the tournament's Play button or from Home. Some tournaments count only one difficulty band; the tournament's page says which. Medals are earned by reaching point thresholds and need no sign-in.
Rankings against other players use Game Center. Sign in from the tournament page or in iOS Settings under Game Center. Medals and everything else work without it.
The list refreshes each time you open the Events tab while online. Offline, the app shows the last list it downloaded.
The app follows your device's language, and you can set a per-app language in iOS Settings under Sudoku › Language. Twelve languages are included.
It is a one-time purchase that unlocks three alternate app icons and puts a small heart on your profile. Nothing else changes: every puzzle, hint and technique is free without it. Find it under Profile › Support the app, where Restore purchase also lives if you reinstall or change devices.
Everything the app stores is on your device. Reset Statistics is in the Stats tab, saved games can be deleted from Profile › Saved Games, and deleting the app removes everything. Game Center scores are managed by Apple in your Apple Account settings.
